Article VII: Elections.

Candidates for election to the ARC Executive Committee or as Member Delegates from ARC to Global Council must be professional employees or members of the governing boards of OCLC Members. Employees of OCLC are not eligible to serve as Member Delegates or on the ARC Executive Committee. The ARC Secretary shall solicit expressions of interest from ARC Member Representatives at least 12 weeks prior to the Annual ARC Meeting with the assistance of the ARC Program Director. Expressions of interest must be received by the ARC Secretary 9 weeks prior to the Annual Meeting and will include brief biographical information as well as a statement of intent. The ARC Secretary will ensure that applicants are eligible for election and will prepare packages for the Nominating Committee in advance of its meeting, with the assistance of the ARC Program Director. In order to ensure that OCLC Members throughout the Americas Region are represented, the ARC Secretary may request the assistance of advisory committees, OCLC Service Center staff, or other organizations as appropriate to identify possible candidates and encourage them to apply. The Nominating Committee will submit a slate of two candidates for each position on the ARC Executive Committee and for each vacancy in the ARC Member Delegates to Global Council to the ARC Secretary at least 6 weeks prior to the ARC Annual Meeting. The Secretary with the assistance of the ARC Program Director will prepare ballots for ARC Executive Committee and Global Council Member Delegate elections. The Secretary with the assistance of the ARC Program Director will send ballots to OCLC Members in the Americas Region either by mail or virtually, with a return date at least 2 weeks prior to the ARC Annual Meeting. All ARC Member Representatives can vote for all positions. Ballots will be returned to or accessed by the Secretary. The Secretary and one Executive Committee Member-at-Large, with the assistance of the ARC Program Director, will tally the results. The Secretary will report the results of the election at the ARC Annual Meeting and will maintain a record of those not elected (and the votes they received) for use by the Executive Committee in filling unexpected vacancies, should any arise. Following the ARC Annual Meeting, the Secretary will communicate the results to OCLC and the Global Council and the ballots will be destroyed.

  1. What is meant by the term "professional" employee of an OCLC member institution? Would not simply stating an employee or member of the governing board be sufficient?
